You will need my copyright free tubes, Boombox font, links at end of tutorial.
A tube of your choice, I'm using an eagle
Take into psp
Boombox font HERE. unzip it/ open up font and send to bottom toolbar, it will show in fonts then.
Eye candy 4000

Open a new canvas 430 x 275 white
Copy/paste your trim as a new layer and move to bottom
On layer pallette duplicate, image flip, move into place at top
New layer, with selection tool, set to rectangle/add shift/feather 0
Draw a selection, like this

Copy/paste your stripes into selection, select none
(repeat from here)
With Magic wand click in top white stripe, Selections/modify/expand by 1
New layer
Copy/paste your stars into selection, Select none
Magic wand, click in next white stripe
New layer
Click on stars/Image/mirror, copy/paste into selection
Select none
Click on stars and hit the back arrow
(repeat to here)
Do this till all white stripes have stars, This is what we have

Layers/merge/merge all (flatten)
Image/add borders, these settings

Add borders again, changing colour to white
Add borders again, changing colours to #be0027
New layers to add your, copyright if needed and watermark if you wish,
Merge visable
New layers to add your text in a thick font,(I'm using boombox) having background set to white, forground null

Hide background layer and merge others visable
This is what we have (ive added a dark background so you can see it better), + with flag

Add inner bevel, these settings

Repeat the inner bevel
Ajust/colour balance/negative image
Effects/artistic effects/Chrome, these settings

Repeat the negative image
Effects/artistic effects/hot wax coating
Repeat this again
Repeat negative image
Repeat chrome again
Ajust/sharpness/sharpen more
On layer pallette, click on "normal" and change to "screen"
Eye candy/shadowlab, these settings

Repeat shadowlab, changing centre offset to 145
Copy/paste your tube as a new layer
Add a drop shadow, for my eagle I used

Merge visable and your done
