You will need the Eagle Tube, link posted at end of tutorial
Also my patterns, which I will post at end of tutorial
Take tube and patterns into psp, the patterns will show up when you open patterns in materials.

Open a new canvas 400 x 400 transparent
Selections/select all
Flood fill with stipes, angle 0, Scale 81
Add inner bevel, these settings



Selections/modify/contract by 35, hit delete on keyboard
New layer, flood fill with stars, angle 0, scale 105
Slections/modify/contract by 18, Hit delete on keyboard
Selections/select none, Layers/ merge visable
Duplicate your merged layer, Image/ re-size to 70%
Image/rotate/free rotate/rotate by 45d
Highlight your bottom layer
With magic wand, click in centre of canvas, flood fill with white
Selections/select none, leave bottom layer highlighted
Copy/paste your eagle tube as a new layer
Re-size it so you are happy with it and put in place
As you can see with mine, I need to delete some of the excess



With Lasso tool, draw loosly around excess



Hit delete on keyboard, Select none.
Add a drop shadow, these settings



Layers/merge visable
You are now ready to add layers for text, copyright and watermark
